
SPECIAL RULES AND REGULATIONS
For clarity and historical reference, all known Rules & Regulations have been included here.
Chapter Rallies/meetings will be held the first weekend of each month. This was later modified to include Friday as the first day of the weekend (Adopted Jul 1978).
The month of July is generally an "Off, No Rally" month and the October Rally is normally moved to mid-month to be held at G.E.A.R., the Great Eastern Area Rally (Adopted Mar 1998).
"Early Birds" are people who arrive a day or two before the official Friday Rally start day. The Rally Host is under absolutely no obligation to attend or arrange any "Early Bird" activities and anything the Rally Host does arrange for "Early Birds" is totally voluntary. All Rally rules, such as the "Missing Nametag" fine, shall not be in effect until Friday morning, the first day of the official Rally starting day (Adopted Sep 2002).
Chapter officers will be elected in June and take office in July (Adopted Apr 1979).
Modified to be nominated in Nov., elected in Dec., and take office in Jan. (Adopted Nov 1997).
Dues will be payable in July. New members who joined the Chapter prior to July will have their dues prorated (Adopted Jan 1982).
Dues rose to $6 from $5 (Adopted Jan 1987).
Dues rose to $12 from $6 (Adopted Apr 1990).
Dues will be payable on January 1st. If initial application is accepted after October, the dues shall be regarded as covering the next membership year (Adopted Nov 1997).

New and reinstalled members will be required to pay an initiation fee of $10 to defray the cost of membership materials. (This amount placed here by 2003 Bylaw revision.)
The nametag penalty fee is 25¢. (This amount placed here by 2003 Bylaw revision.)
The Chapter will present to all Past Presidents an FMCA identification attachment plate with the words "Past President" and include the year(s) they served (Adopted Sep 1988).
The "Associate Member" program was adopted. Former members of the Chapter who no longer own a motor home may rejoin as an Associate Member by paying the current yearly dues at the time of joining. Such members may not hold office or vote on Chapter business. This was modified in August 1990 to reduce dues for Associate Members to 1/2 of current yearly dues (Adopted in Sep 1988).
Modified to "Family Associate" instead of "Associate Member" to comply with FMCA Bylaws (Adopted Nov 1997).
Chapter dues for Family Associates or former Chapter members no longer owning a Qualifying Motor Coach is $6 annually for those receiving the Newsletter by mail (printing & mailing costs) or $1 annually for those receiving the Newsletter by Email or website (Member Emeritus & Family Associates are required to pay dues according to FMCA Bylaws). Such members are not eligible to vote or hold elected office. These "non-active" members do not count towards any Chapter membership limit (Adopted Feb 2002).
Emmitt "Cobbie" Willis was elected as President Emeritus (Adopted Jun 1989).
Chapter membership limited to 100 families (Adopted Nov 1989).

Ideal "target" maximum for Chapter membership is 75 Family Units (excluding Member Emeritus & Family Associates) to help prevent Chapter Rallies from outgrowing Rally facilities available in North Carolina. Whenever Chapter membership exceeds 75, then Rallies are automatically limited to first 40 reservations unless the Rally Hosts set a different limit. Hosts can always set a higher or lower limit for their Rally, even when membership is below the maximum. (Limit moved here & modified by 2003 Bylaw Revision.)
Members normally make their own reservations directly with Rally campground. If a "Sign-Up" list is passed around, the Hosts will announce (& post in Newsletter) if this list will be used in lieu of making your own reservations or if this list is only for Hosts planning purposes. Members posting their name on the list, realize later they can’t attend, and fail to timely cancel with the Hosts (usually 4 days prior) can still be assessed a penalty fee by Hosts (up to Rally fees & 1 day camping fee) (Adopted Aug 2003).
Rally Hosts may charge a $2 Rally fee per rig (Adopted Nov 1989).
Rally fee up to $5 may be charged (Adopted Jan 1995). Modified to read: A Rally fee of $2 per coach will be charged for each Rally, payable in advance (Adopted Feb 1997).
Modified to be $1 per person (Adopted Nov 1997).
A mandatory Rally fee was rejected and the cost of the Christmas Rally to be prorated between attendees (Adopted May 1992).
Up to $50 financial assistance for the Christmas Party may be used by the Host from the treasury (Adopted Jan 1995).
Established a standard Rally fee of $3 per adult or $1 per child under 16 years old (unless the Rally Hosts post in the preceding Newsletter a higher fee to defer additional costs), and if the collected Rally fees exceed the Hosts’ actual expenditures, these overage monies will be turned in to the Chapter’s treasury (Adopted Feb 2002).
A quorum for any Chapter business meeting will be a minimum of 15 families or 25% of membership, whichever is less (Adopted Feb 1993).
A $15 limit was established for a donation to member’s charitable organization in case of the member’s death (Adopted Aug 1990). Memorial donation raised to $25 (Adopted Mar 1994).
Voted to purchase two items of each of most popular sizes of the logo items to have on hand (Adopted Nov 1995).
Applicant for membership must be sponsored by a current member in good standing and attend one Rally as a guest. Applicant may apply for membership at the end of the Rally. Applicant will be voted on by secret ballot at the following monthly meeting (Adopted Feb 1997).
Rescinds and replaces Feb 1997 rule to now read: Applicants may apply for membership at the end of their first attended Rally and, after receipt of all fees and compliance with Bylaws membership requirements, become official Chapter members at the start of next month’s Rally (attendance at next month’s Rally is not a requirement) (Adopted Apr 2003).
